Nowadays many researches pay attention to the foreign direct investment (FDI) and try to define the factors that can stimulate investment inflows. They found the deficit of the FDI in the context of the uneven level of the region development. The goal of this investigation is to define unobserved demand and the agents for whom the FDI are necessary. This paper includes the idea about the access of the potential demand in terms of the matching of the theoretic approaches. Moreover, we constructed 4 groups of the differences between potential share of the FDI in gross region product and real one. We found that Danning-Tesh model demonstrates the most stable and valuable results. Model with adjusting variables that is used to analyze the dinamic models is not helpful to describe the large city, for instance, Moscow and St. Petersburg. Futhermore, the stable results were found for the central regions of Russia, Ural and Sibiria parts of the country.
