This research deals with the problem of project approach to architectural and planning city structure optimization. The existence of problems, such as transport problems, parking spaces availability, social infrastructure problems, in particular the availability of schools, gardens and hospitals, as well as the availability of recreational areas - is linked to the ineffectiveness of the urban projects decision making model. In this context, a new integrated model for optimizing the city's architectural and planning structure to achieve the territory integrated development in terms of the project's program was proposed and tested. The results may be useful for Perm administration and other regions who are interested in the issues of architectural and planning city structure optimization.
