Constitutional Problems of Economic Policy Formation in the Russian Federation

E.S. Ponomareva. Constitutional Problems of Economic Policy Formation in the Russian Federation. The purpose of this work is to identify constitutional problems of the economic policy formation mechanism based on the analysis and assessment of the following: 1) trends in the mechanism of economic policy formation of the Russian Federation, 2) documents of strategic planning as normative basis of the economic policy, 3) subjects of economic policy. To achieve our purpose we dealt with the following tasks: defining the concept of economic policy, analyzing the system of strategic planning documents and their implementation control mechanisms, examining project activities as an alternative legal basis for economic policy, and considering ways of interaction between main entities by the generation of economic policy. During the research, we used dialectical, systemic, functional, deductive, inductive, formal legal and comparative legal methods, analysis and synthesis. The Work is based, mainly, on the analysis of a variety of by-laws. The work consists of an introduction, three chapters, seven parts, conclusion and a reference list. In Chapter I we define the concepts of economic policy and the mechanism of its formation, project activities and the drawbacks of its regulation, proposed amendments to the legislation. In Chapter II we analyze the system of strategic planning documents and the problems of control of their implementation. In Chapter III we consider activities of the subjects of economic policy and their interaction, reveal problems of economic policy. As a result we uncover problems of project activities, transferring functions and powers to coordinating, advisory, consultative entities, disadvantages of strategic planning and interaction of subjects of economic policy, defects of ways for generating economic policy.
