Convergence and Divergence Between Poor an Rich Countries on the Basis of the Quality of Education

This paper devoted to the prediction of convergence and divergence between the poor and rich countries, based on the quality of education, according to the results of international student assessment test. The author tries to identify the impact and relationship of the quality of education on economic growth, to analyze the results and to find out the most productive methods to measure it. The first factor, that the education is considered as a convergence factor describing several methods to measure the level and quality of education. Author uses the official and the most well - known methods of calculation. Moreover, he compares these methods. Author reports first method – to calculate the quantity and quality of education, according to years of schooling in each country. He also describes second method – calculation of the quality and quantity of education, according to the international testing held almost worldwide, such as PISA. Besides, author tries to predict convergence and divergence between the poor and rich countries, and gives empirical researches of convergence and explanation of lack of convergence. The main thesis is a new method, which allows us to determine how positively affected by the presence of a large number of students gaining the maximum score for international student tests (top students) on economic growth, and to determine the negative proportion impact of the number of students, who unable to complete the tasks of the international student test (low students).
