One of the conditions for the effective functioning of educational institutions is an appropriate assessment of educational outcomes. Creation of preuniversities (new format of Russian educational institutions) raised the question of how to create an assessment, which can promote achieving objectives of the educational institution. There is a lack of approaches in Russian educational practice of how to development system of assessment. It pushed us to determine the specifics and create a model of the development of assessment system. The model is based on characteristics of the educational institution, as well as on its specific objectives, which make it possible to create assessment corresponding to the requirements of an individual educational institution. The described model became the basis for the development of criteria-based assessment in HSE Preuniversity. Approbation of developed rubrics and criteria proved them to be aplicable for the senior school. The effectiveness of the developed assessment was proved by comparison of the marks, obtained in the classes studying under the basic and advanced level programs.
