Implementation Prospects of the Project Office in Russia Based on Foreign Experience

Widespread introduction in practice of public administration of the project approach predetermines the assimilation of the principles and technologies of project management by structures which ensure functioning of public authorities through creation of specialized units for project management – project offices. Nevertheless, creation of a new element of organizational structure raises a question of rationality of realization of such innovation. The study explained the feasibility of organizing and the use of federal project office to ensure the achievability of the planned objectives and results, confirming the hypothesis that the implementation of the model of project-oriented management system will improve the performance of execution of the priority projects. The result of the research conducted using such methods as a desk study of the current situation in the project offices in the UK, Canada, Singapore and Russia, synthesis of the acquired knowledge is the rationale for the implementation of the federal project office in Russia and revealing of reserves of its potential development. It is proved that the program-target approach which is applied in the field of state programs shows the insolvency while the project-oriented approach applied by the project office for the implementation of projects proves to be much more effective for successful realization of the purposes of priority projects which are complementary to the structural element of government programs. The results have shown that the Russian experience is almost similar to the UK experience of the project office implementation. Based on the premise of identical indicators of activities of the Infrastructure and Projects Authority in the UK and the Department of project activities of The Russian Government the forecast of rates of dynamics of coverage has been offered by project financing of the budgetary expenses on the period of 2016-2025, which presented a change from 1% to 48%, respectively.
