Experimental Economics of Reforms

The prior motive for the work is a series of unpopular measures of the Moscow government on creation of a comfortable urban environment. The General case of the interaction between population and authorities when conducting large-scaled reforms is described. The main factors that influence behavior of people when voting on reforms are selected. The model in which a benevolent government stands on the ballot proposals is described. Based on a particular case of the formal model a laboratory experiment has been designed and conducted to reflect the ideas of the theory of reforms. The model has been validated on a sample of students of economic faculties of HSE, who live in Moscow. The impact of selected factors on the behavior of participants in the process of voting has been tested. The model concludes that it is advantageous to the government to provide more comprehensive information to the public.
