Requirements Development for the University Ranking Information System in Terms of Financial Management Quality

It is difficult to deny the importance of supporting and developing the higher education system in Russia, since the right to education is one of the basic and inalienable constitutional rights of citizens of the Russian Federation. In connection with the specifics of the domestic market of educational services for higher education, there is a need for constant monitoring and improving the quality of financial activities of public institutions of higher education through the information system for compiling a rating of financial activities of universities. In this paper, the requirements were formulated for such an information rating system in terms of the financial activity of the institution designed to assess the domestic state universities based on the initial data of the accounting statements of institutions and regardless of the founder.

Student Theses at HSE must be completed in accordance with the University Rules and regulations specified by each educational programme.

Summaries of all theses must be published and made freely available on the HSE website.

The full text of a thesis can be published in open access on the HSE website only if the authoring student (copyright holder) agrees, or, if the thesis was written by a team of students, if all the co-authors (copyright holders) agree. After a thesis is published on the HSE website, it obtains the status of an online publication.

Student theses are objects of copyright and their use is subject to limitations in accordance with the Russian Federation’s law on intellectual property.

In the event that a thesis is quoted or otherwise used, reference to the author’s name and the source of quotation is required.
