High-Technology Manufacturing in Russia: Measuring Sectoral Specificity

The development of high-tech industry has been associated with economic development for several decades. This definition became popular in the 1980s. Since then, many attempts have been made to give an exhaustive definition of this concept. The main reason for this aspiration was the formation of a correct policy regarding high technologies. At the moment, there are several definitions widely used throughout the world. Many states build their policies based on the data obtained with the help of these definitions. Russia is no exception. But not everything is so simple, not all definitions are ready to offer the right decision, and even sometimes only make the state shortsighted. In this paper, the existing definitions are analyzed, their quality and their applicability to Russia in particular are assessed. To better understand the current situation, the current state of the Russian national innovation system is being considered. As a result, it is proposed to use a classification that uses the approach at different levels (micro-, meso-, macro-). Because only in this case it is possible to speak about the correct definition of a high-tech sector and the construction of the right policy.
