State Human Rights Protection Bodies as Actors in Antidiscrimination Policy (on Comissioners’ for Human Rights Work with Complaints from Closed Institutions)

The paper examines the role of state human rights protection bodies (ombudsmen) in antidiscrimination policy. We focus on antidiscrimination work of ombudsman with complaints from closed institutions: for orphanages, homes for the elderly and people with disabilities, where residents are in need of specialized social and medical care. On the basis of the annual reports of the commissioners for human rights at two different levels (regional and federal) we identified the complaints from closed institutions. Considered and presented theoretical material about anti-discrimination practice and social policy. The study used the method of qualitative content analysis of the reports of the commissioners for human rights from 2011 to 2015. As a result, there were created an author’s table that summarizes rights violations in closed institutions, in the end we present an analyze of the complaints and made conclusions about the Commissioner’s role as an actor of antidiscrimination policy.
