Indonesian President Susilo Bambang Yudhoyono and His Foreign Policy Strategy to Russia (2004-2014)

The 21st century seems to be a fruitful period for Indonesia and Russia. Their relations tend to rise, especially after the new realignment was signed in 2003 by the two Presidents. To what extent was the rise? To answer from Indonesian side perspective, this research examines the foreign policy theory and practice of Susilo Bambang Yudhoyono during his leadership as the President of the Republic of Indonesia. With mainly discussing on bilateral relations, it includes the explanation of Indonesia foreign policy foundation, Yudhoyono’s attempts in reorienting the policy through his concepts of foreign policy, and its implementation to Russia. The discussion starts with the definition of foreign policy in general, the understanding of foreign policy restructuring, the explanation of his foreign policy concepts, and the development of foreign relations between Indonesia and Russia. It continues with his foreign policy approaches and applications to Russia, involving the declaration which is referred as a turning point of new relations between the two countries and other bilateral agreements as follow up actions.

The research uses case study method of analysis to understand the leader’s actions to implement the theoretical perspectives written on the various agreements. The result of restructuring the foreign policy orientation through his concepts “all direction foreign policy” and “a million friends, zero enemy” generated a finding that his foreign policy strategy coincide with his practices in developing and strengthening Indonesia-Russia relations. The practices were multidimensional, multidirectional, and multiparty which were broader than what were written on the declaration.
