This research represents interaction of business and the authority in conditions which developed in the territory of the Northwestern Federal District in the Russian Federation. Researches, polls, regulatory and legal framework and programs on the basis of which theoretical aspects of the existing relationship are marked out are been considered. The work was carried out to collect empirical material and its analysis, and identified the main problems that directly affect the development of relations between business and the government
