The rhythm of the life of a modern person sets such conditions in which the opportunity to interact and communicate decreases, the level of social cohesion and confidence falls. The study of local communities in a megacity - groups of people united not only by a common territory, but also by social interaction, social ties, urban way of life and emotional attachment to the territory and the community, is becoming actual. Local communities play an important role in the life of society, and therefore they need to study various communication mechanisms for the development of local communities.

Expansion of various locations, special areas - open public spaces, aimed at creating opportunities for effective interaction with other communities.

Some of these places are public libraries that perform not only informational, but also educational, cultural, and communicative functions. Due to the social transformations: the growth of the popularity of the Internet and other technologies, the role of the public library in the life of society is changing, the elements of the library are being modernized. Public libraries adapt to the needs of the population and are transformed into "third places" - spaces on the territory of the local community that can initiate communication between locals and thereby influence the development of the local community.

The study systemizes the forms of interaction between the public library and the local community - communication mechanisms, identifies barriers and factors for the development of the local community through a public library.
