This paper is an attempt to analyse political factors of distribution of intergovernmental transfers among municipalities. The empirical analysis based on suсh approaches as "economic theory of democracy" and the model of the "political business cycle," conducted a situational impact of the results of federal and regional elections in municipalities to transfers' sizes from the middle 2000-s and till our days.
