In this final qualification work discusses the theoretical foundations of socio-economic potential of regions, as well as methods and approaches to its evaluation. At the present stage of development of the Russian economy one of the most pressing problems is creation of an effective and flexible mechanism for management of socio-economic potential of the regions. To date, most researchers mention the labor potential as a component of socio-economic potential, which is the biggest influence on its development. Therefore be concluded that the development of labor potential of St.Petersburg will greatly affect the socio-economic potential. The evaluation of socion-economic potential of St. Petersburg showed the middle level of its development. On the level of development impact indicators such as unemployment and investment in fixed capital. Was also evaluated the integral index of the labor potential of the regions and based on it conducting the ranking of regions. The state program of development of employment of the population of the city, allowed indentifying activities that develop the employment potential of St. Petersburg and its socio-economic potential.
