The Legal Nature of Public-Private Partnership

In this research paper the institution of public-private partnership and its place in the domestic legislation are analyzed. For thеsе purpose the historical aspect of its development is studied, regional and federal legislation are researched, doctrinal and legal signs of public-private partnership are analyzed. In the legislative regulation in this area of public relations there have been changes in 2015. The legal definition of "public-private partnership" was fixed and a new form of cooperation between the state and business appeared - an agreement on public-private partnership. Federal Law "On Public-Private Partnership" did not resolve those legal issues that the law enforcement and scientific legal community expected of him. For the identify the legal nature of public-private partnership this institution is compared with such related structures as: concession agreements, the contract system in the procurement of goods, works, services for state (municipal) needs, the provision of state financial support within the framework of the investment project , a lease contract of state (municipal) property.
