The Role of IT in Urban Development

In the paper, it was investigated the interaction between information technologies and cities. Also, the concept of Smart City, the main problems and ways to solve them are explained. The main factors of success in the implementation of the concept of the Smart City are singled out on the example of foreign projects. The aim of this work was to study the influence of information technologies on modern cities, to study the way of transforming the city into an intelligent one and to develop an assessment of the adaptability of Russian cities to smart initiatives. The work consists of 3 chapters. The first chapter is devoted to the theoretical foundations of urban development. It describes 4 concepts for the city development: Sustainable City, Green City, Comfortable City, Smart City. Also, I described 6 measurements on which the city can be identified as smart. The second chapter is devoted to the analysis of foreign practices of the Smart City application. Also, I identified problems in their implementation. Thus, recommendations have been developed for more successful implementation of such projects. The third chapter is devoted to the assessment of potentially promising cities of the Moscow region for the introduction of smart initiatives. For the assessment, data from the Federal State Statistics Service was used. With the help of the developed system, 10 cities were ranked and the most favorable city was chosen for the development of the Smart City concept. This assessment can be used in the future as the first stage in determining cities for the development of the Smart City concept. When studying the aspects of the Smart City, it was concluded that the concept includes not only technological components, but also human and institutional. Therefore, the implementation of this project requires a comprehensive understanding of the complex interrelationships between social and technical factors.
