Constitutional Right for Housing in Russian Federation: Contents and Realization

Relevance of the research topic. At present, Russia has an ambiguous situation with the right of ownership of housing: on the one hand, the institution of the right to housing is constantly being modernized by introducing separate changes in legislative acts that allow them to take the necessary measures in affordable and high-quality housing. On the other hand, a significant shortcoming in the realization of such a right is the inadequate funding of the Russian Federation, the non-compliance of which is due to a physical and legal person, a physical and legal person, an individual, a Complex, requirements to persons who can be supported by the state, Those persons who are guaranteed the right to provide housing free of charge from the budgets of the budgetary system of the Russian Federation to federal laws. The subject of the proposed study is the constitutional rights to housing, the content of such rights, as well as their implementation. At the same time, the subject of the research is directly the norms of the Constitution, federal laws and by-laws that establish a constitution with regard to the right to housing. The purpose of this study is to analyze the rights to housing, identify the problems of the realization of the right to housing, develop recommendations for solving the problems of realizing the rights to housing. Normative basis of the study: the Constitution, federal laws (in particular, the Housing Code), acts of the President of the Russian Federation and the Government of the Russian Federation. The scientific novelty of the study is due to the peculiarities of the research object in the conditions of high social, economic instability in the Russian Federation.
