«Regional Factors of Entering Russian NGOs in the Register of Foreign Agents»

In 2012 the «Law on Foreign Agents» was adopted by Russian authorities. According to the law, those NGOs should be entered in the foreign agents’ register which take part in political activities and receive funding from foreign sources. Many researches dedicated their articles to examine why this law was adopted, which negative consequences for «foreign agents» were appeared and which survival strategies they used. At the same time, structural conditions of NGO activity in regions stayed unexplained. The aim of this paper is to reveal regional factors which can influence entering Russian NGO in the register of foreign agents. There were analyzed 159 facts of entering NGOs in the register in 82 regions from July 2012 till April 2017. The results showed that regime characteristics of regions (level of democracy and resource dependence on the center) influence the frequency of entering NGO in the register. High level of European funding to Russian NGO can be cause of their further entering in the register.
