One of the most serious social and political events of the 20th century was the realization by countries of the idea of ​​the welfare state. Welfare State is a political system in which social policy becomes a priority for the state. Researchers of gender policy agree that well-being in the country correlates with the involvement of women in the political sphere of the country, since social policy priorities for women, such as health, maternity, education and the world of work, are priorities for women. The paper analyzes the pre-election agenda of women candidates to the State Duma of the VII convocation. The study makes to understand how social policy issues are implemented in the electoral agendas of women in conditions of the combination of majority and proportional electoral systems. This study can serve as a support for adjusting the electoral process in order to enhance the development of the social sphere of the state.
