On the basis of the analyzed articles, the problem of assessing the effectiveness of sanctions was highlighted, it is determined that there is no single point of view about whether it is beneficial to apply sanctions or not. The results of the research paper are as follows: the consensus reached by the majority of scholars is that economic sanctions are generally ineffective; the main studies of economic sanctions contain an analysis of outdated data that is inappropriate for integrated assessment; the economy of the Russian Federation was in a crisis state with the imposition of sanctions, the performance of the banking sector deteriorated, making it difficult to identify the impact of sanctions on the banking system; among other constructed regressions, the model of return on equity has the best results, the estimates of which are consistent; the regression of return on equity was influenced by the ratio of long-term loans to long-term deposits, sanctions, the orientation of the bank to work with individuals or legal entities. Thus, the negative impact of sanctions on the return of equity of commercial banks was revealed based on the results of the econometric study. The work can be expanded and supplemented with further study of other indicators of the banking system, as well as by expanding the sample of data.
