This graduation qualification work is conditioned by the fact that they determine how they organize local public power in these two states of the post-Soviet space. Also, ways of forming the structures of local public authorities have been defined and a small comparative legal analysis has been carried out. In this graduate qualification of the work, the principles and organizations of the local public authority and the ways of its formation based on a comparative legal analysis between the Russian Federation and the Republic of Tajikistan are defined. The following tasks are formulated: - determine the principles of organization and the basis for the functioning of local public authorities in the Russian Federation and the Republic of Tajikistan; - consider the constitutional legal status of local public authorities in the Russian Federation and the Republic of Tajikistan; - analyze the powers of local public authorities in the Russian Federation and the Republic of Tajikistan; - to clarify the problems of increasing the effectiveness of local public authorities. The theoretical significance of the research carried out within the framework of the final qualification work is that the findings can serve as a contribution to science, since there are very few works on this topic, and recently they are completely absent. The practical significance of this work is that the experience of organizing local authorities summarized in this paper can be used in the practice of both states. Structurally, the work consists of an introduction, two chapters, six paragraphs, a conclusion and a list of used literature.
