Information System for Ensuring the Urban Development as a Tool for Increasing the Efficiency of Spatial Planning

Territorial planning is one of the types of town-planning activity, in recent years has attracted a lot of attention, in connection with the new course of the Russian Federation to establish a state policy in the field of planning the socio-economic development of the regions. In the age of high development of high technologies, to ensure the integrated development of territories and continuous monitoring of their condition, it is necessary to actively use and improve the tool available in the arsenal of civil servants. The purpose of the work: on the basis of the analysis of the regulatory and legal framework and practical experience of modern ISOGD developers, to identify the main problems of the development of ISOGD and to suggest ways of their solution. Based on the analysis and processing of statistical information, prove the effectiveness of the proposed solutions. The theoretical bases of the system of territorial planning and information systems for providing urban planning activities are considered. The principles and criteria for the effectiveness of systems are being formed. An overview of the problem fields of ISOGD is made. Based on the analysis of the regulatory framework, recommendations are made for resolving problems and conflicts in legislative regulation. Based on the analysis of the existing hierarchy of systems, recommendations are made for solving interaction problems between the structural units of the system. The analysis of statistical data on the volume of disbursed funds in the direction of ISOGD is carried out. And also an analysis of the automation efficiency of the ISOGD on the example of a particular municipal entity (the city of Tomsk) is carried out. Based on the results of the analysis, conclusions were drawn about the effectiveness and a way of implementing the ISOGD by implementing targeted programs was proposed.
