Case Study of Civil Service Training System Improvement in Russia (Example of St. Petersburg)

Quality of civil service training and development system is central to the performance of governments. Training and development programs for government employees serve an essential role to improving their professional knowledge and skills in order to conduct performance effectively and efficiently. In the case of Russia such civil service programs do not fully provide state and municipal employees with such competencies to practice. This study is focused on the problem of the mismatch in the content of training and development programs for public servants and their competency needs. This research was designed to study the training and development program activities in the Saint Petersburg Civil Service system. The objective was to establish a set of recommendations for modifying a training and development system in Saint Petersburg in particular and in Russia in general. The research question is as follows: “how to improve the civil service training and development system in Russia to achieve a high performance competency level”? This is an exploratory, descriptive, and analytical study. A Case study method was used to analyze quantitative and qualitative data about the mechanism of development and implementation of civil service training and development programs in Saint Petersburg by the educational organization “Interregional Resource Centre.” An analysis of the organizational documents of the Centre, interviews with heads of the Centre and statistical analysis of civil servants’ questionnaires (N=1342) using the Statistical Program R was conducted. Statistical techniques of descriptive statistics, frequency distributions, and Chi-square were utilized. The findings of the study identified weaknesses in training and development in the Saint Petersburg Civil Service system. Several recommendations were made on the basis of qualitative and quantitative data analysis for improving civil servant training and development programs in Saint Petersburg and in Russia.
