An Evolution of the Performance of Public Sector in Big Cities of Russia

Research is devoted to the study of public service as one of the most important spheres of a city. We study Russian cities which population is about one million people. We chose indicators of public services (health, education, housing, culture and sport), methods of analysis, based on earlier presented studies. Also we collected an empirical data and analised it, etc. the analysis of consumer expenditure of households, analysis of the budgets of big cities (income, social expenditures), the analysis of the actual values of indicators' development of public services, as well as the analysis of strategic documents of big cities of Russia. The research identified city-level leader development of public services in general and also separately for each of the spheres, analyzed budgets, as well as a connection of the amount of the budget and the development level of the public service sector of big cities, because it is funded solely through funds of local budgets since 2010 . In addition, an analysis was conducted of the strategic planning documents of big cities, as well as their consistency with the annual accounting documents.
