Introduction of E-Government Technologies in the Perm Region: Organizational and Legal Problems, Barriers of Development

This research deals with the system of E-government in general. The main challenge of the government control for today is the searching for the efficient way to provide public services with the help of information technology. Nowadays the problems and barriers in the sphere of e-government have not been investigated in the Perm region. The main problems and barriers were identified in the introduction of e-government technologies. These problems and barriers were based on the analysis of statutory instrument and studies. In addition, the work considered the regional and global experience in the implementation of e-government. Using the results received after the Internet survey and semi-structured interview, a number of activities and mechanisms were developed. Activities and mechanisms intended to improve some aspects of e-government in the Perm region. As a result, after the proposed measures to solve problems and overcome barriers, the planned results were compiled.
