Municipal Business Incubator as a Tool of Small and Medium-sized Businesses Development

The development of small and medium-sized businesses is especially important for the state. An infrastructure of its support is created, one of the elements of which is the municipal business incubator, on the basis of which it is much easier to organize system support for entrepreneurship. In this project proposal the importance of small and medium-sized businesses was assessed and serious measures to support it were identified. The theoretical bases of business incubators, the history of municipal business incubators and foreign experience were studied. Also, the legislative framework and the current state of the business incubation industry in Russia were analyzed, on the basis of which the main problems and ways of their solution in the field of municipal business incubation were highlighted. The activity of a particular municipal business incubator was considered, and general recommendations on its effectiveness were formulated.
