The Potential of Local Self-Government as the Subject of Special Economic Zones Management

The main purpose of this work is to analyze the effectiveness of the functioning, as well as the management system of the SEZ, identifing the problem of its activities and determining the potential of local governments as subjects of management of special economic zones. In addition to the theoretical and regulatory framework, foreign practice, in this paper, indicators of the effectiveness of the operation of the Special Economic Zones of the tourist-recreational type were examined, telephone interviews were conducted in 10 municipal areas where the SEZ data are located. Based on the results of the study, the SEZ of tourist-recreational type inefficiency was proven, a number of problems in the management system were revealed, as well as their solutions and management concept, which implies systematic allocation of powers of local government bodies to achieve the greatest effect from the introduction of this model.
