Currently we know a lot about Soviet sport. But sports parades and the lessons of physical education was not introduced in Soviet times. It happened in the Russian Empire in the late XIX century. Unfortunately, in the historiography on this subject we have researches in which historians study primarily pedagogical ideas of prominent theorists of physical education. We don't understand what measures were put into practice. In this work we have studied the experience of the Russian Empire from the second half of XIX - early XX century, when the highest ranks of the state drew attention to the problem of physical education of the younger generation in school. The actions of the Ministry of National Education will be considered on the example of the Moscow educational district. This help us to figure out how a new classroom discipline "physical culture" has evolved in educational institutions in late Imperial Russia.
