The theme of the final qualifying work is "External and internal factors of formation of a strategic consensus in the processes of strategic planning in the United States in 1991-2017" This study focuses on strategic planning processes in the United States after the end of the Cold War, decision-making processes in this area, as well as in the areas of national security and foreign policy. The object of this study is strategic planning in the United States in 1991-2017. The subject of this study is the strategic consensus in the United States in 1991-2017. The research question formulated in this paper is follows: what external and internal factors determine the changes in the strategic consensus in the US? In the course of the study, the following hypotheses will be tested: H1: The strategic consensus in the United States is primarily based on domestic factors, and as a result, it influences foreign policy. H2: The strategic consensus in the United States after the end of the Cold War was not formed anew, despite attempts to make such changes. The research will consider theoretical models that explain the behavior of actors on the international arena and the decision-making process in the sphere of foreign policy. During the study, a comparative analysis of US national security strategies will be carried out between 1991 and 2015. Moreover, strategic consensus on the example of the presidential term of Barack Obama and the first months of the presidency of Donald Trump will be considered. The structure of US strategic planning after the end of the Cold War will be also examined. Based on the results of the study, there will be several results. First, the strategic consensus in the United States is stable or not. Second, how strategic consensus influences domestic and foreign policy, and which factors, internal or external, have a greater impact in forming a strategic consensus.
