Technologies of Staff Development in the Public Service: Particular Aspects and Problems of Implementation

The goal of this research is to find out the main opportunities and problems of applying human resources development technologies in the public service as a necessary tool for improving the effectiveness of public administration. In this regard, a hypothesis was put forward that there are problems of technologies implementation for the staff in the public service in the Russian Federation. During the conducted studies, this hypothesis was confirmed. The empirical study has led to the conclusion that today there are problems with the implementation of technologies for staff development in the public service in the Russian Federation.
