Analysis of the Results of the USE, as a Regulator of Students Flows Received on the Budget Department of the Russian Universities

In this paper, the main consequences of the introduction of the unified state examination (EGE) are analyzed. The foreign experience of using standardized tests is studied. Foreign analogues of the USE were studied primarily from the point of view of the theory of tests, the development of test and measurement materials. Various consequences of reform of the exam system are considered, such as student mobility, overcoming barriers to access to quality higher education, and others. The main attention in the work is given to the analysis of the quality of admission to higher educational institutions on the basis of the average scores of USE students enrolled for 1 course. Econometric models are being constructed to determine the influence of various characteristics of the university on the quality of admission to a given university.
