The subject of the thesis is the development of the heuristic urban evolution model. The series of dynamic urban models is considered. The static, dynamic and evolutionary states for the new urban model are described. The urban land-use and transportation systems are distinguished, as well as private and public agents. The problem of housing and workplaces optimal spatial allocation is presented for the urban land-use system. The problems of optimal network links capacity selection and network connectivity improvement is presented for urban transportation network. The algorithms for these problems solutions are proposed. The position of the developed heuristic urban evolution model in the structure of the urban science is presented. The model applications within the scheme of urban development management are described.
