Increase of the Budget Investment Efficiency on the Example of Saint-Petersburg IT-Park Development

The relevance of the chosen topic is conditioned by the significant influence of budget investments in the sphere of high technologies on the level of investment attractiveness of the regions, that is, budget investments in the sphere of high technologies are one of the main engines of economic growth of the regions. Considering the Russian experience of assessing the effectiveness of investment initiatives in the public sector, it should be noted that modern evaluation methods are not used in all regions, in many of them they are completely absent. Often, efficiency is not defined in the official documents adopted to assess the regional investment, as a ratio of costs incurred and benefits received. In many cases, the methodology for assessing the benefits of implementing public sector projects is not consolidated. The question of comparing the benefits and costs of projects that arise at different points in time is not affected at all in the normative documents. This conclusion was made by the author on the basis of an analysis of practical and theoretical aspects of managing budget investments. Thus, the research problem lies in the lack of regulation of the evaluation of the effectiveness of budgetary investments at the regional level, taking into account the cost-benefit ratio. In the thesis, the ways of solving this problem are studied in detail.
