Organizational and Legal Aspects of the Cluster Operation

This article is devoted to the analysis of organizational and legal bases of functioning of clusters in the Russian Federation. We paid special attention an issue of competence of the agencies of administration in clusters and their place in the structure of cluster. The author proves that it is necessary to bring more systemacity and accountability to the management structure of clusters in Russian Federation. Also, the regulations of the Russian Federation are analyzed in order to detect problems and idea of their resolving. The author uses dialectic, systematic, historical, comparative law and other scientific methods. The practical importance of the study is proved by the popularity of clusters nowadays. It will be useful both for investigators and for government because cluster relationships are the basis of new industrialization. Moreover, this study can bring consistency and transparency in the management of clusters and ensures a more efficient cooperation between business and government in the implementation of the cluster policy of the Russian state. In addition, the author suggests how to improve the management of cluster. The project proposal consists of the following parts: abstract, introduction, the main part, results and reference list.
