Public Policy: Efficiency of Russian Knowledge-Based Export Growth

Knowledge-based export is one of the best indicators of a country’s scientific-technological potential, which is the major driver for intensive economic growth. However, the comparison of the efficiency of political tools used by Russian Federation to spur high-tech industries’ export growth seems to be rara avis in the scholarly literature. The present study sets out to reveal the most efficient strategy of adopting policies stimulating innovative producers to embark on the international exporting practices. Eliciting the specificity of this country’s both current engagement in the international trade in knowledge-based goods and services and the outlook for its prospective deepening, the author distinguishes and classifies varying impact following each of the measures in force, whereas cluster analysis of trade partners’ characteristics renders it possible to alter international strategy so as to leverage exporting potential. The outcomes of the study prove the necessity of taking into account the specificity of short-term priorities as well as long-term goals, while determining the regulation strategy. The paper, therefore, contributes to the line of research in the fields of trade policy and innovative development planning.
