The Key Features of Import Substitution Policy in Russia against the Background of International Experience

In 2014 Russian government approved the import substitution programs in the range of economic industries. This policy was an outcome of sanctions fight between Russia and Western countries. Russian response to economic sanctions was food import ban which was a first impulse to engage import substitution in agriculture. Later, 19 industries more were involved into this strategy. Now, 3 years later, preliminary results can be studied and we have a chance to investigate the ways to improve them. To do this, it is necessary to look at international practices of such policy and analyze them comparing with each other and finding out the most important features which Russia should take into account. This paper aims to provide perspectives of import substitution in Russia and suggest measures to make it more effective and beneficial for the country’s economy.
