Perfecting of the System Public Administration in the Sphere of Transport Infrastructure Development

As of today, there is a whole system of transport infrastructure management created within the framework of the St. Petersburg agglomeration located on the territory of St. Petersburg and the Leningrad Region. In addition to the standard executive bodies of state power that manage this area, there are additional management elements both at the level of the Russian Federation and at the level of St. Petersburg and the Leningrad Region. In aggregate, such organization looks rather cumbersome. At the same time, it is natural to ask whether the organization of the management process in the sphere of transport infrastructure in the framework of the St. Petersburg agglomeration justifies itself. The aim of the work is to identify areas for improving transport infrastructure management between St. Petersburg and the Leningrad region. Comparative analysis is the main method of the study. The object of the study included 10 world agglomerations from countries such as Germany, Austria, USA, Canada, Belgium, France, Italy, India, Pakistan and Australia. Thus, 8 examples are given from countries with a federal structure and 2 of them - from unitary states. As a result of this research we: 1. obtained a number of conclusions regarding the construction of agglomeration management systems; 2. answered to the following questions: how does public administration relate to agglomeration management systems, which elements of transport management and / or transport infrastructure are included in the agglomeration management system, in what form are they presented, what are the main functions of such elements, and what is the difference between the St. Petersburg agglomeration and other countries in the management of its transport infrastructure; 3. designed the main directions for improving the state management of transport system development between St. Petersburg and the Leningrad region.
