The primary aim of this research is to build innovative infrastructure at HSE – Saint-Petersburg for research and education development in creative industries. The first part of this work is theoretical and devoted to the study of creative entrepreneurship’s features. Moreover, it analyzes different entrepreneurship education practice in leading foreign universities and identifies the key competencies of creative entrepreneur. The second part is methodological and implicates the method of semi-structured interview with the key stakeholders. It also includes an overview of educational and consulting environment of universities and analysis of resource potential of HSE - St. Petersburg in order to create innovative infrastructure for research and education development in creative industries. As a result, the perspective direction for the development of the innovation infrastructure at HSE - St. Petersburg was identified. This direction promotes implementation of research projects of the Lab of Economics of Culture in creative industries. The conclusions based on the research allowed to create a unique value proposition for the Lab of Economics of Culture which can help to implement research and new form of education, develop the innovative infrastructure, and communicate with the companies from the sphere of creative industries.
