The problem of the EU's normative leadership continues to attract the attention of scientific researchers. In this paper, the author proposes to examine the impact of this problem on the cooperation of the EU member states in the field of common foreign and security policy (CFSP) in the context of the European restrictive measures against Russia. The Ukrainian crisis made it necessary for the EU to defend its role as a normative leader, exposing the depth of ideological contradictions in the relations between the EU and Russia. However, contradictions have also been revealed inside the European Union, due to differences in the perceptions of common values ​​among the states participating in the integration process.
