The issue of organization of maintenance of highways of public use of regional importance in St. Petersburg is topical. The main problem is that the requirements to the quality of road maintenance are constantly increasing and the authorities should find some ways to solve the main problems become from days to days more significant. The aim of this study is answer «How can the organization of maintaining of public roads be improved and how to optimize the work of state employee involved in this field and optimize the costs of budget funds on the maintenance of public roads of regional importance in St. Petersburg? We have resulted that the main problem is the presence of outdated methods of maintenance of public roads, the lack of modern tools that could allow for a qualitative analysis of large data sets involved in the maintenance of roads. As the main organizational problem in terms of the maintenance of highways is the lack of coherence of the executive authorities in St. Petersburg, which is determined by law. Our recommendations are following: 1. The necessary clarifications of the regulatory framework and legal foundations of road activities in the area of unification of requirements to improve the consumer qualities of the street-road network. 2. Recommendations have been made on the changes in the powers in the system of executive bodies of state power in St. Petersburg that ensure the maintenance of highways. 4. Proposals can state that the formation of a single integrated system capable of ensuring the effectively functioning sphere of maintenance of the road economy of St. Petersburg should be realized. Thus, we have formulated proposals for the formation of a single integrated system that can provide an efficiently functioning system for keeping the road economy of St. Petersburg using the technical achievements of the modern world to improve the quality of life of residents of St. Petersburg.
