Today in information society conditions interest in improving citizens' trust in the state to ensure effective cooperation aimed at sustainable development of the country is increased, that is why determinates the relevance of this research. This paper is aimed at substantiating and developing practical recommendations for improving the level of citizens' trust in interaction with public and local government departments. The results of the analysis of the influence of information society indicators on the level of citizens’ trust on the government with the statistical program R are presented. The focus of trust in the development of the information society in different foreign countries is determined. To analyze the trust of citizens to public government departments and the attitude those to the introduction of information technologies in the administrative sphere were conducted interviews with representatives of the administration and focus groups with citizens (on the example of Kolpinsky district of St. Petersburg). The basic information resources of the administration are also analyzed. The basic information resources of the administration are also analyzed. Two directions are proposed to increase the level of citizens' trust to public government departments: 1. One of the directions is the improvement of existing services for interaction of citizens with public and local government departments with focus on the communication component. 2. The project on creation of a new communication service is proposed within the framework of the second direction to increase the level of citizens' trust. The project assumes three stages. The list of planned works on development and introduction of a new service and calculation of expenses for its creation is presented. The materials of this work will be useful to scientists, teachers, students and civil servants. Also, the results of research can find application in the practical activities of public administration.
