Efficiency Evaluation of the State Support within the Special-Propose Program of St. Petersburg "Youth - Affordable Housing" for the Propose of Increasing Availability of Young Families Housing Conditions Improvement

The master’s thesis «Efficiency Evaluation of the State Support within the Special-Propose Program of St. Petersburg «Youth - Affordable Housing» for the Propose of Increasing Availability of Young Families Housing Conditions Improvement» is devoted to a problem research of housing providing young families in St. Petersburg. The paper is prepared within the Committee on Science and the Higher School competition of awards for completing of students’ degree projects for the executive bodies of the Government of St. Petersburg with consulting support of Housing Committee. The master thesis supports 3 heads. The first one reflects the value of a program and target method in public administration, head two contains formation, ways of financing and implementation of target housing programmes on the example of St. Petersburg; the third – results of a research of target group – participants of the target program of St. Petersburg «Youth - Affordable Housing», and also recommendations about increase in efficiency of implementation of the target program of St. Petersburg. Novelty of a research is in definition of qualitative characteristics of a research of implementation of the target program of St. Petersburg «Youth - Affordable Housing» and attempt of systematization of the received results for development of the relevant proposals of increase in availability of the program for young families of St. Petersburg. The recommendations stated in the master’s thesis have practical application and can be used when carrying out monitoring of execution of the target program of St. Petersburg «Youth - Affordable Housing», approved by the Law of St. Petersburg from 04/26/2001 No. 315-45.
