Risks of Procurement Activities and Mechanisms to Prevent such Risks

The master's thesis is devoted to the actual problems of improving the risk management processes in the procurement sphere. The purpose of the work is to identify the main risks of procurement activities at various stages of the procurement process and to develop a classifier for improving risk management in public procurement. In the course of the research, the procurement process was divided into three main parts: the planning stage, the vendor definition stage and the contract execution stage. The hypothesis of the study was the assumption that the planning stage is the most risk-prone phase of the procurement cycle. In particular, in order to prove this statement, complaints were analyzed and systematized in the Integrated Information System in the field of procurement of Moscow region for the period from 01/04/2016 to 31/05/16. The structure of dissertation is represented by an introduction, two chapters, a conclusion, a list of literature and annexes.
