Methodology for Comparing STI Policies Related to the R&D Alliances of Different Countries

This paper presents an exploratory attempt to compare different policies from different countries (Germany, China and Russian Federation) in the field of R&D alliances related to the triangle of knowledge. Research in the area is limited with no previous studies providing a comparative model for policies useful for the creation of global strategies in the field of R&D alliances. The approach is to tackle this issue in order to be able to compare the R&D policies in cooperative efforts from different countries and with different partecipants. The comparison is elaborated on three levels of analysis: study cases per country, identification of the alliance, policy mix examination and finally comparison of the policies (successful or not, analogies and differences). In this pioneering study three types of collaboration and alliances have been analysed and taken into consideration: Industry-Academia, Industry-Government and Government-Academia. The study shows three main findings related to the strategies and the advices for reaching program’s and policy’s goals: First, the R&D policies of the alliances among the govenrmental and the public research side work on long term plans, according to the state schedule. Second, industry-industry alliances, are more beneficial expecially in spillovers and information sharing policy to industries and enterprises. The third is about the academia and the academia-industry cooperation, exchanging experts and having them in both ends of the alliances is recognised as an essential way for the success of the cooperation.
