Having considered the main trends in international relations in the late 1990s in the APR, one can conclude that the regional security architecture is being transformed in the direction of multipolarity. The resulting leadership vacuum was primarily related to the collapse of the system of confrontational stability, which provides the ideological basis for a military presence in the region of the United States. In conditions when one regional leader underwent an internal transformation that did not abandon political will to continue his military and political presence, and the other can not find the ideological grounds for maintaining its main mechanisms of finding in the region (the American system of unions), the main force that influences the formations The new security architecture is becoming China. Having supported the ASEAN countries during the 1997-1998 Asian Economic Crisis, the PRC is entering a new role for itself not only economic but also the political core of the region, which forms various initiatives in the issues of interstate co-development. However, new ambitions in the Middle Kingdom are beginning to manifest itself in the desire to expand their territorial presence in the waters of the South China and East China Seas. The deteriorating situation on the issue of non-proliferation of nuclear weapons on the Korean peninsula, in addition to Chinese expansion, gives Washington an ideological basis for a full-scale return to the region. In the new realities of economic interdependence with its main geostrategic adversary, the US is not ready to step into open confrontation. Instead, they try to build relationships in such a way as to cover their true motives with the desire to take the initiative in regional processes.
