The final qualification work is devoted to the analysis of the relevance of the use of the potential of civil society structures in the implementation of major national information and outreach programs in Russia 2000-2010. Three campaigns are analyzed: "I'm a donor!", "Program for the formation of a healthy lifestyle", "Increasing the financial literacy of the population." All of them were to some extent the instrument for solving key tasks of the state or social problems. Also, in this paper, the criteria for evaluating the effectiveness of information campaigns are formed. The uniqueness of the work is to consider the effectiveness of programs as a result of the dialectical interaction of civil society and the state in the sphere of communications.
