The purpose of this study was to determine the reason of public’s  reaction on five conflicts in the similar context: the prohibition of the opera Tannhauser in Novosibirsk, the ban of the rock-opera "Jesus Christ Superstar" in Omsk, the ban of the J. Sturges exhibition in Moscow and the protests against the exhibition of artsit Fabr in Saint-Petersburg. The news media agenda, issued during these conflicts, was compared to the public agenda in social networks, such as Facebook, Vkontakte, Livejournal and Twitter. This research finds support for Agenda Setting theory by M. McCombs and further validates the Network Agenda Setting method through the examination objects of these conflicts: key participants and main elements of cultural conflicts, presented in both agendas. The results showed that the central participants in all five conflicts differ from each other and that the effect of media setting depends on transgression's nature.
