Among the agglomerations of Russia, St. Petersburg is the second largest. Its significant part falls on the Leningrad region. It should be noted that the St. Petersburg agglomeration is spreading deeper into the region beyond the borders of the nearest suburbs, which also has negative consequences. The high level of migration to the center of agglomeration, a large influx of labor resources causes transport loads, as well as the problem of practically uncontrolled development of the border areas of the city that is becoming topical in recent years. A special place among them is occupied by problems related to the social sphere. Today in the territories of the Leningrad region, bordering with St. Petersburg, there is a complex residential development. It should be noted that the regional authorities of St. Petersburg have no reason to regulate the development of the areas closest to the city's borders. All this leads to the emergence of massive areas, without any comprehensive development of these built-up areas, and without taking into account the needs of future residents of these territories in social services
