Motives for Admisson to the Civil Service: Russia and Germany

This article is devoted to the study of factors of motivators and demotivators of admission to the civil service in two countries: Russia and Germany. Particular attention is focused on the analysis of profile literature, regulatory legal acts and the procedure for admission to the civil service. On the basis of the theory studied, a comparative analysis of the two countries was carried out, as well as questioning of respondents in terms of factors that attracted and repelled to enter the civil service. As a result, recommendations are given to improve the state personnel policy in attracting young specialists to the service.
